Raffles University was formally approved by Malaysia’s Ministry of Higher Education (MOHE) on 31 October 2011. Initially known as Raffles University Iskandar (RUI), the institution was established by Raffles Iskandar Sdn. • 6% SST: Raffles University states that the total fee for applicable programmes is subject to 6% SST from 1 September 2025.
• Fees are indicative: The university repeatedly tells prospective students to contact it for the latest tuition-fee information, so these should be presented as indicative fees, not guaranteed final payable amounts.
• Diploma in Human Resource Management: Although its page still displays the fee, the same official page states that the programme is currently not open for new admissions.
• Bachelor of Accountancy (Honours): This is an older programme and no longer accepts new intakes from May 2020. Raffles directs applicants to Bachelor of Business (Accountancy) (Honours).
• English Preparation Programme: International students who do not meet the required English level may need the EPP. The official site lists the 12-week EPP at an indicative RM6,600 for international students, subject to 6% SST.

Eligible recipients can receive up to 50% off tuition fees from Foundation through Bachelor's Degree programmes, subject to the scheme's conditions. Equity Scholarship

Raffles University Malaysia offers a fully funded Equity Scholarship covering 100% of tuition fees for eligible Malaysian students facing financial constraints. Applicants must generally come from households with a monthly income below RM4,000, provide supporting income documentation and maintain a CGPA of 2.50 or above throughout their studies.

Sports & Leadership Scholarships

The university offers sports-related scholarships for Malaysian and international applicants. Eligible national or state-level athletes, including e-sport participants, may receive up to 50%–100% funded tuition fees for the three-year Bachelor's Degree in Sport Management, subject to the stated criteria. The Sport Leadership Award can provide up to 30%–50% funded tuition fees for eligible students who have demonstrated leadership as team captains, sports club presidents, event organisers or through community and inclusive sports activities.

PhD 50% Scholarship

Eligible Malaysian and international applicants to the Raffles University PhD full research programme may receive up to a 50% tuition fee reduction. The university states that five scholarship places are available per year. Language of Instruction

1. Choose a Programme and Check Eligibility

Applicants should first select their preferred programme and check the relevant academic and English-language entry requirements. Requirements vary according to the level and programme. Some courses may also have additional requirements such as Mathematics, science subjects, portfolio assessment or an interview.

2. Prepare the Required Documents

International applicants must prepare the documents required by Raffles University, including:

• Two photocopies of the passport, covering all pages, certified as true copies by a Commissioner of Oaths, public notary or lawyer. The passport must be valid for at least three years or for the duration of the programme.
• Two recent passport-sized colour photographs with a white background.
• Two sets of the applicant’s latest educational transcripts and certificates in the original language and certified English-translated copies, including both front and back pages where applicable.
• Certified proof of English-language qualification.
• Application fee payable to Raffles Iskandar Sdn Bhd.
• Completed Health Declaration Form.
• Design portfolio for applicants applying to programmes that require one.
• Additional documents where applicable, such as a No Objection Certificate for students from Sudan or a Letter of Eligibility for students from Iran.

For translated documents, the university states that the translation must be accompanied by certification, confirmation that it is an accurate translation, the translation date, and the translator’s full name, signature and contact details.

3. Submit the Online Application

The international application process begins with submitting an online application form together with the required supporting documents. Raffles University Malaysia also provides personalised 1-to-1 consultation through its Global Team to guide international applicants through the admission process.

4. Academic Evaluation and Offer Letter

After the application and entry qualifications have been reviewed and verified, successful applicants receive a Letter of Offer (LOO) from Raffles University. Applicants must accept the offer by signing and returning the university’s Letter of Offer and make the required application-fee payment before proceeding with the student visa application.

5. Apply for the Visa Approval Letter (VAL)

After accepting the offer, Raffles University applies for the Visa Approval Letter (VAL) and Student Pass through Education Malaysia Global Services (EMGS) on behalf of the international student.

The university advises applicants to submit their completed documents at least two to three months before the intended intake because the VAL process may take approximately two to three months or longer on a case-by-case basis. Students must not enter Malaysia while their VAL application is being processed.

6. Apply for a Single Entry Visa, Where Required

Students from countries that require a Single Entry Visa (SEV) must apply through the nearest Malaysian Embassy or High Commission abroad. The university also states that eligible applicants may apply through Malaysia’s eVISA portal.

7. Arrange Travel and Arrival

International students should confirm their travel plans with the Raffles University Admissions/International Office before booking their flight. The university recommends arriving a few days before orientation, generally no more than one week in advance.

After arriving in Malaysia, international students must:

• Complete a medical check-up at an EMGS-registered clinic within seven working days of arrival.
• Obtain the required medical insurance after passing the medical examination.
